In 2008, IMPETUS formed a partnership with IGLOO Inc. IGLOO was originally formed to support the Centre for International Governance (CIGI), a not-for-profit research centre founded in 2003 by Jim Balsillie, Co-CEO of Research In Motion (RIM). CIGI needed a robust software platform to support its vision of a free online research network designed to enhance collaboration and knowledge sharing between researchers, educators and field workers around the world. The network was completed in 2005 and named IGLOO (International Governance Leaders and Organizations Online.) The platform became incredibly popular, and in 2008 evolved into a for-profit software company which now supports more than 200,000 customers in 550 global communities around the world. Jim Balsillie remains the Chairman of the Board.
